Can Trailer With 7k Axles Run Different Size Rotors on Front and Rear Axle

You need to run the exact same size brakes on both axles of your trailer. Otherwise one axle's brakes will grab harder than the other one's and you'd not be able to maximize your braking power.
Since you have 7k axles I'd recommend running both axles with 13 inch rotors like the part # K2HR79E that you referenced.
