Yes, the Thule Xsporter Pro Adjustable Height Truck Bed Ladder Rack # TH500XTB will fit on your 2017 Ram 1500's 5-1/2 foot bed (without Rambox) with a bed liner. Since the j-hook attachments on the ladder rack extend just below the truck bed rails, it will not interfere with the liner of the truck. I went ahead and attached a video to this answer that provides some perspective.
If you need buckle straps to hold your cargo in place, I recommend the etrailer Cam Buckle Cinch Straps w/ Buckle Protectors - 1" x 13' # E98876-2.
