It's difficult to give an exact time, and "quickly" can be pretty subjective in regards to putting on or removing the Saris rack you asked about:

The first time you install it is going to be quite a bit longer, maybe 10-15 minutes or so. But once you get used to exactly what you have to do to install it on your 2020 Volkswagen Jetta, it will take very little time, maybe a few minutes or less as you'll know precisely where the straps go, and how much they need to be tightened.

Removing the Bones EX # SA803 will be much quicker than putting it on, you'll simply remove the straps, so the trunk will be pretty quickly accessible.

This is a really nice option for a 3-bike trunk-mounted rack, so you made a great choice; the only other thing I need to mention is that with a hanging rack like this, if one of the bikes you want to carry has a step-through frame, or you want to carry a children's bike, you'll need to give those bikes a horizontal mounting point with a bike adapter bar, the Swagman Bike Frame Adapter Bar # S57FR.
