My car is a Rav4 year 2003. I need a hitch rack that provides adequate clearance for door opening when rack is installed and not being used. Advice?

You're going to need a swinging bike rack like this Thule Apex # TH9027XT. It will swing away just like your door does so you can do whatever you did before, but now with your bikes and rack on the vehicle. This is a perfect solution for a rear door like you have on your 2003 Toyota Rav 4.
