In order to conclude whether or not the Hollywood Bike Carrier part # HR1400Z will clear your spare tire on your 2010 Jeep Wrangler some measurements need to be taken.
You will need a straight edge such as a yardstick or a dowel rod and a measuring tape.
Hold the dowel rod or yardstick vertically against the back of your spare tire, making sure that the end of the straight edge extends lower than your hitch pin hole. Use the tape measure to find the distance from the center of the hitch pin hole to the straight edge (in inches). Be sure to form a 90-degree angle between your tape measure and your straight edge. This measurement is the minimum clearance your bike rack will need to clear your spare tire.
When you have this figure, check out the attachment I have which list a variety of bike racks, the Hollywood Bike Carrier part # HR1400Z is included - it has a 12 inch clearance.
I have also attached a video reviewing part # HR1400Z.
In regard to your folding up concern; the # HR1400Zwill not fold up when not in use because of the spare tire.
Thule makes a rack for your vehicle with part # TH934XTR. The Thule rack folds down, therefore, it will not be effected by your tire. The video attached is of a 2012 Jeep Wrangler Unlimited with a 31x12.50 tire.
