what is the required width of the i beam frame rails for using the under the bumper bracket kit. Where to where is it measured? inside to inside ? outside to outside? bottom plate of I or vertical plate? Thanks

The Lippert Components Flip Down Slotted Bike Rack Tailgate Storage System Item # LC243621 has an length of 70-1/2" so you would need to have a frame distance of 71" to install this on the I-beams with the Lippert Tailgate Storage System Mounting Kit - Over Bumper Item # LC432336.
