They sure are!
The Timbren Heavy-Duty Axle-Less Trailer Suspension - 4" Lift Spindle - Wide Tires - 2,000 lbs # ASR2KHDS03 you were looking at has the 4 bolt mounting flange which will fit the Dexter Electric Trailer Brake Kit w/ Parking Brakes - 10" - Left/Right Hand Assemblies - 3.5K # K23-086-087-00 perfectly.
In addition the Timbren # ASR2KHDS03 uses inner bearing # L68149 and outer bearing # L44649 which is exactly what the Trailer Hub and Drum Assembly - 3.5K E-Z Lube Axles - 10" Diameter - 5 on 5-1/2 - Pre-Greased # AKHD-555-35-EZ-K you were looking at uses so it will also fit perfectly.
I included videos of the products mentioned for you to take a look at.
