I have another option for you, but the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY64FR you were looking at is not rated for use on the back of a travel trailer.
For an electric bike rack rated for use on a travel trailer you will need the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # S94FR.
This bike rack is rated for use on every style of vehicle and trailer, including your 22' travel trailer, and its 70lb per bike rating is the highest rated option for a travel trailer.
Now this rack can only accommodate bikes with tires up to 3" wide, so if your bikes have larger tires you will also need the Fat Tire Adapter Kit # S64679 which will allow the rack to work with tires up to 5" wide.
