5th Wheel Trailer Hitch Rail Positions on a 1999 Ford F-250

The hitch is a hijacker double pivot, what is the measurement from end of bed to first rail.

We do not carry Hijacker hitches but I can tell you what the measurements would be if you were using a Reese installation kit # RP30035. On a 1999 Ford F-250, from the rear edge of the truck bed to the back of the rear rail is 29-1/4 inches on light duty models or 32-1/2 inches on Super Duty models.
On light duty models, this puts the center of the hitch 1-1/2 inches forward of the center of the rear axle. On Super Duty models the center of the hitch will be 4 inches forward of the center of the rear axle.
