Do the Same Restrictions Apply for a Hitch Bike Rack on a Towed Vehicle as a Motorhome/5th Wheel?

I want to put a platform bike rack on the back of a Wrangler that is flat towed behind our RV. Does the same restriction apply as if it was a motorhome or 5th wheel.

For putting any bike rack on your back of your flat-towed vehicle, there are different restrictions that apply as if it was a motorhome or 5th-wheel trailer. Since there are different levels of torque involved with those options, the bike rack needs to be built accordingly to withstand the extra force. A rack that can handle a motorhome might not necessarily be able to handle a 5th-wheel trailer, for example.
