I'd recommend using the etrailer License Plate and LED Tail Light Mounting Kit for Hitch Mounted Cargo Carrier Item # e98943-44LED which you'd mount to the face of the rear edge of the # PS1040100 carrier. The driver's side lamp even features a license plate bracket that's illuminated which would allow you to easily relocate the plate in case what you have loaded on the carrier blocks the vehicle's license plate.
