Do the Wires on the Brake Control Wiring Adapter Match Up Color for Color with the Brake Controller
Question:
the wires on this adapter are blue, red, white, and black. They match the colors on the controller, do I hook up and match the colors or do some other combinattion. I have a 99 silverado. I did match the colors and the light on the control box comes on when I press the brake, however I get no brakes on the trailer it seems.

Yes, the wires on the adapter, item # 3025-S, will match up, color for color, with the wires on your brake controller.
If you have a proportional brake controller the brakes will not energize when setting still because the controller uses the forward momentum of the vehicle to energize the brakes with the appropriate amount of power to stop the trailer. The controller will need to be adjusted, after warming the brakes up a bit by starting and stopping a few times, using the directions in the owners manual.
