A zero offset for a trailer wheel like the Westlake ST225/75R15 Radial Trailer Tire w/ 15" White Mod Wheel # LHACK124 means that the mounting flange is exactly centered on the wheel. What this does in theory is allow the wheel to carry both sides of the trailer weight equally on either side of it. The zero offset is the standard trailer wheel offset. Unlike for car applications you don't have to mess with getting the correct offset since essentially all trailer wheels are the exact same.
