The RockyMounts BackStage Bike Rack for 2 Bikes - 2" Hitches # RKY10002 clamps around the bike wheels which would typically interfere with fenders, so I do not recommend doing so. I did attach a photo which shows how a customer used this carrier with a bike that has fenders so it may work out fine for you, but I still would go with a different carrier to be on the safe side and reduce the risk of damaging your bike.

I would look into the Swagman E-Spec Bike Rack for 2 Electric Bikes - 2" Hitches # S94FR. This is a frame-mount carrier and it will not interfere with fenders or baskets. This carrier has a higher weight capacity at 80lbs per bike and fits tires up to 3" wide. If you have tires wider than 3" then you can add Fat Tire Kit # S64679 which can hold up to 5" wide tires. This is a really nice carrier for you and it is also more affordable; I attached a couple demonstration videos for you.
