Does My Trailer Have Rain Gutters So Rack'em Ladder Rack RA-28 Can Be Installed?

If not can I install rain gutters on the cargo trailer? Can I just drill into the steel beams as is? Thanks. Pictures attached

Yes. Based on the pictures you provided it does appear your trailer has rain gutters so the Rack'em Fitz-All Enclosed Trailer Ladder Rack # RA-28 will bolt on just fine.
I included an installation video of the # RA-28 and a picture of the # RA-28 installed on a trailer very similar to yours for you to take a look at.
