Yes! The RockyMounts MonoRail 2-Bike Rack # RKY10004 can carry two Lectric XP Step Thru Bikes. Just make sure to take off the battery when transporting. In fact it's always wise to remove E-bike batteries since the road vibrations and bounces on any bike rack are not good for long-term battery life.
Since you have fat tires, make sure to use the included strap extender. Also, your Lectric bikes have that slight fender in the front. It's short enough to use the front wheel mount, but try to clamp it down as close to the end of the fender as you can. And check that your wheel straps are nice and tight.
I very recently assembled, installed, and reviewed this bike rack and I was impressed by its capacities. You can check out that review video below. I recommend keeping a ratchet wrench like # PTW38106-24 handy for that anti-rattle bolt though. It comes with tools, but a ratchet wrench saved SO much time and effort.
