Can you give me an estimate of time it would take each of those panels to recharge a wet 12 volt battery that is near full discharge?

The Go Power Portable Solar System with Digital Solar Controller, 200 Watt Solar Panel, # 34282610; like all solar panels is rated for a maximum/optimum charge rate. Like all solar panels, how much energy in a given time is put into the battery pack is dependent on environmental conditions, how much sun is actually getting on to the panels. How clean are the panels. How much resistance is in your particular systems wiring. These panels are rated for 200 watts max of charging. How long to fully charge a battery pack also depends on the size battery.
