If you can send a photo of the jack mounting bracket I can confirm this, but you've likely got a retaining ring like the Replacement Retaining Ring for Bulldog and Fulton Snap-Ring Jacks # FP908600. They make snap ring pliers that are used to remove snap rings. It has two pins on the end that stick into the holes of the snap ring and when squeezed it will open up the ring enough to be removed.
You might also try to use 2 regular pliers. With one in each hand, grip each end of the snap ring where the holes are with the pliers and pull it open enough to be removed. Also, if you use a large flat tip screwdriver and try to insert the tip between the split on the snap ring and pry it open enough to start one side of the ring to come off.
