Can more than one smart phone be connected to the Echo Brake Controller? For instance, can I let someone borrow it to use on their car?

Absolutely, you can re-pair the Curt Echo # C51180 to a different phone at any time, as long as the phone has an OS of Apple 8.0 or newer or an Android 4.4 or newer.
You wouldn't want to try to use the Echo with 2 phones simultaneously, Such as two people trying to control the Echo at the same time with 2 different phones.
