You're exactly correct!
The Redarc Tow-Pro Liberty # RED24FR, the Toyota 4Runner Specific # RED49FR brake controller wiring harness and the # 331-TPSI-001 mounting bezel would work perfectly for you.
The # RED49FR wiring harness would plug into the factory tow package connector located under the dash to the left of the steering column, near the top of the e-brake pedal as shown in the linked video where my buddy Conner will walk you through the install. The install shows the Tow-Pro Elite being installed, but the install procedure for the Liberty would be identical.
