Is it Normal for the Bike to Not Be Level on a Kuat Sherpa 2.0 2-Bike Platform Rack?

I recently got this rack and it appears to slope up from the first rack to the second. Is this normal?

The reason why there is a slight slope on the rack is because it helps a bit with ground clearance with the weight of the bikes on the Kuat Sherpa 2.0 2-Bike Platform Rack # SH22G. With the angle, it helps prevent drag in the back. I went ahead and attached some photos that show the angle.
