I have a solution for you, but the Thule DoubleTrack Pro 2 Bike Platform Rack TH9054 that you are referring to is actually an older bike rack that is no longer available. But I do recommend sticking with a frame-mount bike rack since your Electra Townie Original 7D EQ 26" has fenders (according to my research).

I would look into the Hollywood Racks Destination Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Frame Mount # HLY94FR which is a very affordable but useful bike rack. It secures the bike by the frame, using padded frame clamps and ratcheting straps. The clamps slide up and down, making it adjustable to fit various bike designs and works well with step-thru bikes that have fenders. The carrier can be folded up to save space when parking in a garage. This does come with a locking hitch pin to secure the carrier to the vehicle and also reduce wobble and vibration, but it does not come with a lock to secure the bikes to the carrier. For this, I would add Malone LockUp Cable Lock - 8' Long # MPG356 which will keep both bikes safe. I attached a couple demonstration videos for you to check out.
