would a 21000 # not operate efficiently compared to the 18000 # on a 5th wheel Grand Design 337 RLS?

For your Trailair Flex Air 5th Wheel Pin boxes there is no advantage or disadvantage between the 18,000lb product # LC328492 and 21,000lb product # LC158778. As long as the pin box is rated as high or higher than the trailer's GVWR you'll be good to go. I would recommend sticking closer to the actual weight capacity of your camper unless you plan on sizing up in the future to a heavier camper.
