I have a bike rack that will work for you, but the RockyMounts BackStage 2 Bike Platform Rack - 2" Hitches - Swinging - Wheel Mount # RKY10002 will not work for you since it has ratcheting arms that will interfere with the fenders on the rad step thru electric bike. If your model happens to not have fenders than it will work just fine. The weight capacity is 60lbs per bike.
I recommend looking into Saris Freedom Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches # SA4412B. This uses a padded cradle to attach to the bike's frame. It does not attach to the top of the wheels, thus making it compatible with bikes that have fenders or baskets. The weight capacity is 60lbs on this bike rack as well. If you have tires wider than 2-1/4" then you will need fat bike version # SA4412B-FB which allows up to 5" wide tires. To keep your bikes locked to the carrier and keep your carrier locked to the hitch receiver I would add 8' Cable Lock and Anti-Rattle Hitch Lock for Saris Hitch Mounted Bike Racks # SA984.
It looks like your Rad bike weighs 65lbs; if so then you will want to remove the battery pack in order to reduce the weight down to the 60lb weight capacity of these bike racks. I attached demonstration videos for you to check out.
