I would be happy to confirm the replacement suspension parts you will need for your 1999 Tahoe Lite with 2800lb axles, but you will need to confirm a few measurements before placing your order.
First you will need to measure the distance center to center between the horizontal mounting holes on your current equalizers, and the center to center measurement of the holes in your current shackle straps.
The Dexter Heavy-Duty Suspension Kit for Tandem-Axle Trailers - 1-3/4" Wide Double Eye Springs # K71-359-00 you mentioned includes equalizers that are 5-3/4" center to center of the horizontal mounting holes, and shackle straps that measure 2-1/4" center to center of the mounting holes as shown in the included diagram. As long as your current equalizers and shackle straps match these measurements or are close this would be a great option for you.
You mentioned that your axles are 2800lb so your axles should be 2-3/8" diameter, but you will want to confirm this to make sure the # CE23002 you were looking at will fit. This kit is sold per axle, so you will need two of them to replace the current Ubolts on your trailer.
Lastly the 3-Leaf Double-Eye Spring for 3,500-lb Trailer Axles - 23-1/8" Long # e59SR are indeed for a 3500lb axle and will work fine for your 2800lb axles, but you will need to make sure that your current leaf spring have the same center of spring eye to center of spring eye measurement of 23-1/8" as shown in the included diagram. You will want to measure your leaf springs with the wheels of the trailer off the ground or you will get an inaccurate measurement since the springs will stretch when weight is applied to them.
If you find that your equalizers, shackle straps, or leaf springs are a different length than the products mentioned just let me know.
I included videos for each of the products mentioned for you to take a look at.
