Is the Curt Rambler Tow Bar Compatible with Blue Ox Baseplates for a 2019 Ram 2500

Will part # C26FR CURT work with Blue OX part # BLU86CR?

Yes. The Curt Rambler # C26FR is designed to work with all Blue Ox base plates, including the # BLU86CR. This will be a nice setup for your 2019 Ram 2500 and the Rambler is very light weight, so it's easy to install and remove. I also really like that the Rambler comes with safety cables included, so it's one less part you'll need if you don't already have a complete flat towing setup.
A complete flat towing setup consists of base plates, safety cables and a compatible tow bar, plus tow bar wiring, supplemental braking and potentially a high/low adapter. If you also need those parts I've gone ahead and posted some recommendations and links for those below.
