I have a small light weight trailer with leaf springs. Bounces all over unless fully weighed down. max gross on the trailer is 1200lbs. Tires are 4.8x12 frame is 40 wide outside dimensions. can you recommend a change for the axle, like the axle less units?

Absolutely!
I recommend the Timbren Axle-Less Trailer Suspension System with Hubs - 4 on 4 - Regular Tires - 1,200 lbs # A12RS440 which has a 1200lb combined weight rating to match the 1200lb GVWR of your trailer. The built in AEON progressive-rate main springs will provide a smooth ride no matter the size of the load and is a great option to replace your current axle with leaf springs.
If your current wheels have the 4 on 4 bolt pattern you could reuse them, or you could replace the wheels and tires with the Kenda 4.80-12 Bias Trailer Tire with 12" White Wheel - 4 on 4 - Load Range B # AM30540 which will fit the 4 on 4 hubs included with the # A12RS440 and use the same 4.80-12 tire so you wont have any clearance issues.
I included videos for both of the products mentioned for you to take a look at.
