Can Swagman S24FR Bike Cover Be Used on Rear of Flat Towed Vehicle

Can you use this cover on the back of a vehicle pulled behind a Motorhome?

The Swagman # S24FR bike cover shouldn't be used unless it's out of the wind, like behind an RV or motorhome. The slipstream of wind behind your towed vehicle would unfortunately damage the cover pretty quickly.
One option would be to use a dual hitch adapter like part # MPG544 at the connection between the motorhome and towed vehicle, assuming that your tow bar is within 3 inches +/- of level without using a high/low adapter. You can carry the bikes using the top receiver, and the motorhome will block the wind well enough that the # S24FR bike cover wouldn't get shredded.
If you still wanted to carry the bikes on the back of the towed vehicle, get a roll of warehouse wrap from a business supply store or online. It's pretty inexpensive, and with a few passes around the bikes they'll be pretty well protected from rain and road debris. The wrap is pretty easy to remove carefully with a utility knife or if it hasn't been completely mummified, you can just tear it off by hand.
