First, I recommend removing the adapter and use a circuit tester such as # PTW2993 on the trailer connector to ensure there is a proper signal going through the vehicle-side trailer connector. If the trailer connector brake and turn signal pins are not working, you will want to look at any fuses or relays related to the tow package wiring. You will want to ensure it is properly grounded and none of the wires are damaged.
Once you have confirmed function, plug the adapter back in and test it while each function is activated. This will help confirm if the problem exists with the trailer connector, the adapter, or with the trailer itself. If the vehicle trailer connector and adapter are working, then the problem is probably on the trailer.
It sounds like you may have a grounding issue. The brake and turn signals operate off the same circuit. You will want to make sure the trailer side and vehicle side connectors are clean and free of corrosion.
Then check the main ground wire on the trailer. The connection should also be clean and corrosion free with the tail lights also grounded to a clean metal surface.
