In order to add a 7 way wiring harness to your 2013 Toyota Highlander you'll want to use the # ETBC7 (if your brake controller is wired) or the # ETBC7L (if you're using a wireless brake controller); the difference will be that with a wireless brake controller you won't need to run the brake controller output line into the cab of the vehicle.
If you haven't already chosen a brake controller I do recommend going the wireless route because of the ease of installation; I recommend using the Curt Echo # C51180, which can be controlled with your Bluetooth enabled smart phone (iOS 8.0 or newer/Android 4.4 or newer) and offers you a plug and play solution. This controller provides you with the same proportional braking you would get in one of the new wired brake controllers, but is a much more convenient solution for vehicles that are not set up for installing a brake controller from the factory.
I've linked some review and installation videos of these parts for you to check out.
