Can this be mounted flush on the boat dash or it has be done with the bracket?

The Jensen Heavy Duty Mechless Marine Stereo - AUX, Weatherband, Bluetooth - 12V # JHD910BT is designed to be mounted with the included bracket and hardware, so that is definitely the best mounting method. However, you could try mounting it flush without using the bracket, but you will likely need to buy 4 longer bolts to go into the dash or whatever surface you are mounting it to. You will want to match the threading of the new bolts in accordance with the threading of the included 4 bolts. I have attached a demonstration video for this product.
