We do have Westin nerf bar tube steps for your 1998 GMC Sierra 2500 4WD extended cab truck and your 1999 Chevrolet Silverado 1500 4WD extended cab, but the tube steps are not interchangeable. Each truck will require a different mounting kit and bar from the other one.
The Sierra 2500 will use the Westin Signature Series Tube Step, # 25-0635. The Silverado 1500 will use the Signature Series Tube Step, # 25-1685. Both of these steps attach to the body mounts on the frame rail.
I have attached links to all of the cab steps that will fit each truck for you to check out.
