If you have a Diversi-Tech Ball Mount with inoperable lock cylinder they will need to be replaced using the Re-Keying Kit for DTLBM and DTALBM Series Self-Locking Aluminum Ball Mounts part # DTLBM02RK. This would be the most cost effective way to get the ball mounts up and running with working locks.
