The instructions for installing the Curt 2 Inch Front Hitch # 31322, see link, on a 2011 Chevrolet Silverado 1500 do say that you will need to trim the fascia as needed. First, you will install the side plates of the hitch to the vehicles frame rails. Then attach the hitch crossmember to the side plates on the truck. This will show you where the fascia will need to be trimmed to gain access to the hitch receiver tube.

The instructions do not show where the fascia has to be trimmed because the hitch fits a range of vehicles and the trimming will vary amongst them. However, some vehicles have a lower fascia or air dam. If the you wanted you could remove the air dam and not have to trim. Otherwise the area trimmed would need to be large enough for access to the receiver.
