The Blue Ox # BX3781 base plate kit which is compatible with a 2009-2013 Toyota Corolla with a manual transmission is indeed compatible with their # BX7380 Alpha 2 tow bar. The tow bar includes the necessary safety cables.
In addition to the tow bar and base plates, you'll also need a wiring harness, a supplemental braking system and possibly a high/low adapter if there's more than a 3 inch height difference between the base plates and the receiver hitch on the tow vehicle after the plates are installed.
For a wiring harness, I'd recommend the Roadmaster Diode Kit, part # RM-15247. For a supplemental braking system, I really like the flexibility and ease of install offered by a portable kit like the Blue Ox Patriot # BLU37TR. A portable braking system won't require an expensive installation and can easily be moved between vehicles if need be.
When installed, the base plates will sit right about 15 inches above the ground. If the height difference compared to your hitch on the tow vehicle is greater than 3 inches, you'll need a high/low adapter to place the tow bar within 3 inches of level. I'll link to our selection of adapters.
