Question:
Will the CTEK battery charger work without being plugged to a wall outlet?

I believe you are asking if the battery health indicator needs to be plugged into the charger in order for it to work, is that correct?
The CTEK Battery-Health Indicator does not need to be plugged into a CTEK battery charger in order for it to work. As you can see in the video I have linked you to, you can leave the indicator in place permanently so you can check on the charge level of your battery at any time.
To charge the battery, simply plug your CTEK charger into any 110v outlet, remove the protective cover and plug the charger into the indicator.
CTEK also offers a dash-mount health indicator, part # CTEK56380 which works the same way.
