The solution I'd recommend is the Hollywood Racks Sport Rider SE, part # HLY84FR. The rack will accommodate two bikes weighing up to 80 lbs each with tires up to 5 inches wide. In order for this rack to work on your Jeep, you'll need to make sure that the distance from the face of the receiver hitch to the furthest rearward point of the spare tire is greater than 7-1/2 inches. The bike rack includes locks to help deter theft, and the rack is capable of tilting rearward to allow cargo area access on most vehicles (although not on a Wrangler because of the sideways opening rear door).
If that's not enough spare tire clearance, Saris offers the Freedom # SA4412B-FB which offers 10 inches of clearance from the hitch pin hole in the shank to the closest edge of the rack. The rack handles tires up to 5 inches wide, and works with bikes weighing up to 60 lbs each. If you can lower the weight of each bike to 60 lbs or less by removing the battery packs, this would be a good solution for you. a hitch lock # SA3022 and cable lock # SA981 are available separately.
I've linked to demonstration videos for both bike racks I recommended.
