i live in missouri and wondering if this is legal in my state? tuf flat shield for license plate- smoke

At this time the Missouri Department of Revenue website states that all parts of the license plate must be visible and clear for inspection. Law enforcement may find visibility difficult with the Tuf Flat Shield License Plate Cover # CR76200 in smoke.
