The Trailer Wheel Center Cap part # 319EZ is what you are looking for. While it is slightly larger than your bore size it is the most common bore diameter out there.
This cap will have about 1/32" too much material all the way around allowing you to push it in and it hold itself in place while you are mounting your wheel. The other thing could be a little corrosion causing you to have a measurement a little smaller than what it should be but I think you would have noticed that when measuring.
