The light package, # e98943-44LED, will only be necessary if your cargo will cover the tail lights on your vehicle. The etrailer Cargo Carrier, # e98874, is a wide carrier at 60 inches wide. If you will be carrying large items that will sit tall enough to block your tail lights, then you will need the light package.
You can also check your local laws and regulations to see if the additional lights are required when using a cargo carrier.
The carrier itself will not block your tail lights nor will small cargo that does not extend much past the top of the side rails. The platform will sit 2 inches above the 2 inch opening on your trailer hitch and the side rails are 5-1/2 inches high. This means the top of the side rails will sit 7-1/2 inches above the top of your trailer hitch receiver. This should give you an idea of where the cargo carrier will sit in relation to your vehicles tail lights.
I have attached a video review of the cargo carrier as well as a review of the light kit for you to check out.
