None of the Roadmaster Dual Hitch Receiver Adapters like the # RM-077-10 are rated for towing a trailer, they're intended for flat towing a vehicle where they'd see very little tongue weight, but we do have an option or two that could potentially work for you.
The Curt # D-192 Dual Hitch Extender is rated for towing a trailer, but there's a catch. Using the dual hitch will lower the tongue weight capacity of your tow vehicle's hitch by half. This means that the combination of the trailer's fully loaded tongue weight, the weight of the bike rack and the weight of the bikes themselves cannot exceed half the tongue weight capacity listed on the ID sticker on your hitch.
There's a very real possibility that this combined weight would indeed exceed half the hitch tongue weight capacity, so we'll probably need to look at a different option.
In my opinion, a front mounted receiver will be your best bet for carrying that bike rack while towing. Front receivers are available for most full sized trucks and SUV's as well as for some mid-sized trucks and SUV's. If you'd care to reply with the year, make and model of the vehicle, I'd be glad to check into the availability of a front hitch for you.
