The Tekonsha Prodigy P2 Trailer Brake Controller # 90885 you are looking at will be a great addition on your 2003 Chevrolet Express Van and is one of our most popular trailer brake controllers.
You are correct that there is not a plug-in harness for your vehicle so you will need to hardwire the controller in. I included a video of the Tekonsha P2 # 90885 being installed on a 2003 Chevrolet Express Van to help you with the install.
Your Van will need to have a 7-way connector to use a trailer brake controller so if you do not have a 7-way connector on your Van yet you will need to install the Universal 7-Way Connector Install Kit # ETBC7. This kit requires a 4-way connector to be installed.
If your van doesn't have a 4-way connector I recommend the Tekonsha T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118392 which you can see being installed on a 2004 Chevrolet Express Van in the video I attached.
The # ETBC7 will plug into your 4-way connector and you can reference the included video that shows the # ETBC7 being installed on a 2003 Chevrolet Express Van.
