The only option to put a trailer hitch receiver on your 1998 Tioga Class C Motorhome is going to be the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver # 41990-07 that has a 7" weld on mounting bracket or the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver # 41990-16 that has a 16" weld on mounting bracket as there is not a custom fit option that has the 15000lb capacity you are looking for.
Both of these universal fit Class V heavy duty trailer hitch receivers will require custom fabrication and can be bolted or welded to the frame but the cross tube will need to be welded to the brackets. They both offer a maximum tongue weight of 1600lbs and a maximum trailer weight of 16000lbs.
Please be aware that you will need to check your vehicle's owner's manual for the manufacturer's maximum towing capacity and maximum tongue weight and use the lower of the two between the trailer hitch receiver and the vehicle. Having a trailer hitch receiver with a 15000lb weight rating does not mean you vehicle can tow that heavy of a trailer.
