I have talked with my contact at Tekonsha about this problem on the Prodigy RF, # TK94FR, before. This can happen from time to time. What you will need to do is make sure you follow the installation instructions to the letter because if any step is missed or not done quite right it will not pair.
If you have done everything correctly, once you get to that NC just keep going through the steps. Apparently sometimes it will flash NC instead of 00 but if you keep going it may go ahead and pair.
If it still does not pair then unplug everything from the back of the vehicle and use a circuit tester like # PTW2979 if needed to make sure there is power on the 12 volt circuit on the 7-Way (1:00 position). If there is no power there then the unit will not work. You will need to determine if there is a fuse, relay, or circuit breaker that is faulty or missing thus not supplying power to the 12 volt circuit. Use the vehicle owners manual to find the towing package fuses, relays, or breakers.
