Yes, the Roadmaster base plate kit # 278-1 is a fit for your PT Cruiser. This base plate kit features computer-cut powder-coated steel construction and installs with included hardware and no welding. This is compatible with the 5000-pound capacity RoadMaster Tracker Tow Bar, part # RM-020.
A tow bar bracket and tow bar are just two of the components required by law to safely tow your auto. The other required parts include a wiring harness for tow lights, safety cables and a tow bar braking system.
The simplest method for providing towed vehicle lighting is a removable magnetic system; this type requires no splicing of vehicle wiring and can be installed and removed quickly. I have attached an article concerning selection of tow bar lighting.
For safety cables I suggest the RoadMaster 68 Inch Single Hook, Coiled 6000 Pound Safety Cables, part # RM-643.
