The adapter bar like the Thule Bike Adapter Bar # TH982XT will need to install to the bikes seat post and handle bar stem and will need to be at least 16 inches. You want the adapter to be as high up on the bike as possible, there is not a specific measurement for how high or low you want it.

If your bike is less than 16 inches between the seat post and handle bar stem you will want to go with the Kuat Ubar Bike Frame Adapter Bar # UB01 as it has a minimum of 15 inches.
