The only rack we offer that will accommodate the 70lb weight of your Electric Bike is the Hollywood Racks Sport Rider SE Bike Rack For 2 Electric Bikes # HLY84FR which is for a 2 inch trailer hitch receiver and holds two bikes up to 80lbs each. The Hollywood Racks # HLY84FR also tilts to allow you access to the cargo area of your Jeep Grand Cherokee, and will fit bikes with tires up to 5 inches wide. I included the video review for you to take a look at.
To make sure the Hollywood Racks # HLY84FR will allow for enough clearance to not interfere with your rear bumper the distance from the center of the hitch pin hole to the most outward part of your rear bumper will need to be less than 5 inches to allow the rack to fold up, and will need to be less than 7 1/2 inches to allow the rack to be folded down. If you can tell me the year of your Jeep Grand Cherokee I would be happy to find that measurement for you.
