The "er" code on the Tekonsha Prodigy P2 Trailer Brake Controller part # 90885 states in the instructions that the
"Brake Control is inoperative. Call technical service for return."
With this happening to two brake controllers I would check the wiring in the truck for a loose connection or a short. I would also check for back feeding through one of the wires using the tester you checked it with previously to make sure power isn't feeding into it from another source.
If we provided them for you please let us know by reaching out to us at 1-800-298-8924. If you acquired them elsewhere they can take care of the return or you can contact Tekonsha directly at 1-800-632-3290.
