The only hitch mounted 2 bike carrier that will fit electric bikes weighing 70lbs each with 4 inch tires is the Hollywood Racks RV Rider 2 # HLY64FR. The Hollywood Racks # HLY64FR has a weight capacity of 80lbs per bike, and accommodates bikes with tires up to 5 inches wide. The Hollywood Racks # HLY64FR tilts down and folds up.
To ensure that the Hollywood Racks # HLY64FR will fit safely on your 2013 Honda CR-V your 2x2 trailer hitch receiver and vehicle will need to have a tongue weight rating of at least the weight of the Hollywood Racks # HLY64FR at maximum capacity. This is the weight of the carrier plus the maximum weight capacity of the carrier.
You also need to verify that from the center of the hitch pin hole to the most outward part of your rear bumper is 7 1/2 inches or less to be able to fold up, and less that 12 inches to be able to fold down.
I attached the review video of the Hollywood Racks # HLY64FR for you.
