The hook and loop strap you see on your Hollywood Racks RV Rider 2 Electric Cargo Bike Platform Rack # HR1670 is just another securing point for you bike frame. I've included a picture where you can see the strap on the frame of the bike to give you an idea of where the strap is intended on going.
